Do you need a permit for your sign in Sweden? “Skyltlov” explained

Putting a new sign on the facade or above the entrance? Then you may need a building permit — usually called skyltlov in Sweden. Here are the main rules in plain words. Rules differ between municipalities, so always contact your municipality's building permit office before ordering a facade sign.

The main rule

Under the Swedish Planning and Building Act, you generally need a permit to put up, move or significantly change a sign or illuminated sign in an area covered by a detailed development plan (detaljplan) — that is, in most towns and city centres. Municipalities may have their own stricter or more relaxed rules in the plan or a signage policy.

When is it often not needed?

  • Indoor signs, such as a neon sign on the wall inside a shop, café or office.
  • Signs behind glass in a shop window, as long as the facade is not changed.
  • Small signs that do not noticeably affect the building's appearance — but the municipality decides where the line is.
  • Temporary signs for events or campaigns, under the municipality's rules.
  • Replacing a sign with an identical one of the same size, position and lighting.

Location matters a lot. In sensitive urban settings and on heritage buildings even small signs may need a permit.

Outside towns and near roads

Outside planned areas, advertising signs visible from a public road may need permission from the county administrative board (länsstyrelsen). Next to a road, the road authority (for example Trafikverket) may also have a say, since signs must not distract or dazzle traffic.

How to apply

  1. Contact the municipality's building permit officer and ask what applies at your address.
  2. Prepare a drawing or image showing the sign's size, position on the facade and lighting.
  3. Submit the application — most municipalities have an online service. Processing normally takes a few weeks and there is a fee according to the municipality's tariff.
  4. Wait for the decision before mounting the sign.
